So stellten die Projektierer <em><strong><a title=\"Projektierer der Windkraft aus Bad Nauheim\" href=\"http:\/\/www.alphasol.de\/\" target=\"_blank\">AlphaSol GmbH<\/a>,<\/strong><\/em> <a title=\"Projektierer der Windkraft\" href=\"http:\/\/www.rotorwerk.de\/\" target=\"_blank\"><em><strong>Rotorwerk GmbH<\/strong><\/em><\/a> und der m\u00f6gliche Betreiber <a title=\" Green City Energy Windpark Projektentwicklungs GmbH &amp; Co. KG \u2013 bilanziell \u00fcberschuldet \" href=\"https:\/\/www.diebewertung.de\/2014-07-08\/green-city-energy-windpark-projektentwicklungs-gmbh-co-kg-bilanziell-ueberschuldet-178998\" target=\"_blank\"><em><strong>Green City Energy GmbH<\/strong><\/em><\/a> das Vorhaben am 23. Februar 2015 im Rahmen einer Gemeindevertretersitzung in Oppershofen vor. Wesentliche Aussagen der Projektierer zum Vorhaben waren:<\/p>\n<ul>\n<li style=\"text-align: justify;\">Es gibt <strong><span style=\"color: #ff0000;\">keine aussagekr\u00e4ftige Wirtschaftlichkeitsberechnung<\/span><\/strong> aufgrund einer noch ausstehenden Windmessung und\/oder entsprechenden Gutachten.<\/li>\n<li style=\"text-align: justify;\">Die verk\u00fcndete <strong>Rendite basiert rein auf einer Prognose<\/strong> ausgehend von Daten aus Wetterstationen, nicht aber auf Basis einer langfristigen Windmessung in 140 m H\u00f6he.<\/li>\n<li style=\"text-align: justify;\">Ein <strong>Bauantrag ist noch nicht beim Regierungspr\u00e4sidium Darmstadt gestellt<\/strong> worden.<\/li>\n<li style=\"text-align: justify;\"><strong>Derzeit fehlen noch verschiedene Gutachten.<\/strong> So auch im Bereich Avifaunistik und L\u00e4rmschutz.<\/li>\n<li style=\"text-align: justify;\">Es konnte bisher <strong>kein konkreter Windkraftanlagentyp festgelegt<\/strong> werden, da offensichtlich noch viele Parameter offen sind.<\/li>\n<li style=\"text-align: justify;\">Man wird das Vorhaben nun auch <strong><span style=\"color: #ff0000;\">ohne Zustimmung der Gemeinde<\/span><\/strong> realisieren wollen.<\/li>\n<li style=\"text-align: justify;\">Der im letzten Jahtr zugesagte <span style=\"color: #000000;\"><strong>Vorsatz nicht gegen den Willen der Bev\u00f6lkerung zu handeln, ist \u00fcber Bord geworfen worden<\/strong><\/span>. Der Wille der Bev\u00f6lkerung sei jetzt nicht mehr von Interesse.<\/li>\n<li style=\"text-align: justify;\">In den Pl\u00e4nen sind neben den derzeit drei geplanten Windkraftanlagen <strong>noch weitere sieben Windkraftanlagen m\u00f6glich<\/strong>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Trotz dieser <em><strong>\u00e4u\u00dferst vagen Basis<\/strong><\/em> stehen den Projektierern bereits einige <em><strong>Grundst\u00fccke im Hinterfeld zur Verf\u00fcgung<\/strong><\/em>. Die mit einer Grundst\u00fcckspacht <em><strong><a title=\"(K)eine Lizenz zum Gelddrucken\" href=\"https:\/\/www.gegenwind-wetterau.de\/gww983\/wp-content\/uploads\/2014\/09\/Keine_Lizenz_zum_Gelddrucken.pdf\" target=\"_blank\">einhergehenden Risiken bei Projekten mit Windkraftanlagen<\/a><\/strong><\/em> m\u00fcssen den potentiellen Verp\u00e4chtern zum Zeitpunkt der Unterzeichnung der Vorvertr\u00e4ge nicht vollst\u00e4ndig bewusst gewesen sein. Ob hier unzureichend informiert wurde, bleibt ungewiss. Eine \u00dcberpr\u00fcfung der unterzeichneten Vorvertr\u00e4ge durch geeignete Rechtsanw\u00e4lte ist aber jederzeit im nachhinein m\u00f6glich.<br \/>\nBis dato wurde das Vorhaben nur grob vorgestellt und so ist derzeit immer noch nicht bekannt, welcher Anlagentyp mit welcher Gesamth\u00f6he zum Einsatz kommen soll. Um dennoch einen Eindruck von den geplanten Anlagen in unserem Landschaftsbild zu bekommen, haben wir erste Visualisierungen erstellt. Es wird hierbei von einer Anlagenh\u00f6he von 200 Metern ausgegangen. Auch wenn die \u00d6ffentlichkeit hier kein Rederecht haben wird, so kann nun doch jeder B\u00fcrger selbst erfahren, welchen Sachstand das Vorhaben inzwischen erreicht hat. Da das Thema Weiterausbau der Windkraft inzwischen von vielen als sehr kritisch angesehen wird, <em><strong>fordern wir als B\u00fcrgerinitiative &#8220;Gegenwind-Wetterau&#8221; eine B\u00fcrgerversammlung<\/strong><\/em> zu diesem so heiklen Thema, damit hier auch die B\u00fcrger zu Wort kommen k\u00f6nnen.<\/p>\n<p style=\"text-align: justify;\">Da mit einem gro\u00dfen Interesse der Bev\u00f6lkerung gerechnet werden muss, sollte die Gemeinde \u00fcberlegen, ob es nicht sinnvoll erscheint, einen <em><strong>gr\u00f6\u00dferen Saal<\/strong><\/em> als den in der Burg Rockenberg f\u00fcr die Ausschusssitzung zu w\u00e4hlen.<\/p>\n<p style=\"text-align: justify;\">Bei der Vorstellung der geplanten Windkraftanlagen f\u00fcr das Hinterfeld in Oppershofen bleibt zu beachten, dass die in der <em><strong><a title=\"Stellungnahme der Gemeinde Rockenberg zum Fl\u00e4chennutzungsplan vom 14.04.2014\" href=\"https:\/\/www.gegenwind-wetterau.de\/gww983\/wp-content\/uploads\/2014\/11\/Stellungnahme-Ro.0001.pdf\" target=\"_blank\">Stellungnahme der Gemeinde Rockenberg<\/a><\/strong><\/em> (<a title=\"Gemeinde Rockenberg: Protokoll vom 14.04.2014 mit Stellungnahme zum Fl\u00e4chennutzungsplan\" href=\"http:\/\/www.rockenberg.de\/app\/download\/5802822923\/Protokoll+14.04.2014.pdf\" target=\"_blank\">Vollst\u00e4ndiges Protokoll<\/a> hierzu vom 14.04.2014) zum Fl\u00e4chennutzungsplan <em><strong>verabschiedeten Kriterien auch hier Bestand haben<\/strong><\/em>. So wurde von der Gemeinde darin gefordert, dass<\/p>\n<blockquote>\n<ul>\n<li>mindesten <strong>1.500 Meter Abstand<\/strong> zwischen den Windkraftanlagen und der Wohnbebauung eingehalten werden m\u00fcssen,<\/li>\n<li>eine <strong>Windmessung<\/strong> im Vorfeld zu erfolgen hat und<\/li>\n<li>ein <strong>Wirtschaftlichkeitsnachweis<\/strong> zu erbringen ist.<\/li>\n<\/ul>\n<\/blockquote>\n<p style=\"text-align: justify;\">Zudem muss sich die Gemeinde dar\u00fcber im Klaren sein, dass es zu einer nicht unerheblichen <a title=\"Bau von Windr\u00e4dern verursacht massiven Wertverlust von benachbarten Grundst\u00fccken und Wohngeb\u00e4uden\" href=\"http:\/\/www.hugw.de\/presse_146.html\" target=\"_blank\"><em><strong>Wertminderung der Grundst\u00fccke<\/strong><\/em><\/a> der B\u00fcrger und Gemeinde kommt, bis hin zur Unverk\u00e4uflichkeit. Die Gemeinde wird zudem <em><strong>an Attraktivit\u00e4t f\u00fcr junge Familien verlieren<\/strong><\/em>, die bewusst den ruhigen l\u00e4ndlichen Raum mit einer intakten Natur als Lebensraum suchen.<\/p>\n<p style=\"text-align: justify;\">Dass der Betrieb von <em><strong>Windkraftanlagen bei uns in der Wetterau unwirtschaftlich<\/strong><\/em> sein wird, haben die <em><strong>OVAG und die MihEG<\/strong><\/em> bereits bei einer gemeinsamen <em><strong><a title=\"Protokoll der Ausschusssitzung vom 08.04.2013 in Oppershofen\" href=\"https:\/\/www.gegenwind-wetterau.de\/gww983\/wp-content\/uploads\/2014\/11\/Ausschuss-W\u00f6-Ro.pdf\" target=\"_blank\">Ausschusssitzung der Gemeinden Rockenberg und W\u00f6lfersheim am 08.04.2013 in Oppershofen<\/a> <\/strong><\/em>(<a title=\"Gemeinde W\u00f6lfersheim: Protokoll 08.04.2013 mit Vortragsfolien\" href=\"http:\/\/www.woelfersheim.de\/leseobjekte.pdf?id=3101\" target=\"_blank\">Vollst\u00e4ndiges Protokoll mit Vortragsfolien<\/a> vom 08.04.2013) \u00f6ffentlich verk\u00fcndet. Bei dieser Veranstaltung waren zudem schon <em><strong>B\u00fcrgermeister Manfred Wetz<\/strong><\/em>, Gemeindevertreter und B\u00fcrger aus Rockenberg anwesend. Das Thema der <em><strong>fehlenden Wirtschaftlichkeit von Windkraftanlagen bei uns in der Region sollte daher schon hinreichend bekannt sein<\/strong><\/em>.<\/p>\n<p style=\"text-align: justify;\"><em><strong>Diethardt Stamm (MihEG)<\/strong><\/em> sagte auf einer Informationsveranstaltung in Schotten im Sommer 2014, dass Windkraftanlagen derzeit erst ab einer durchschnittlichen Windgeschwindigkeit von <em><strong>weit<\/strong> <strong>mehr als 6m\/s wirtschaftlich arbeiten<\/strong><\/em> k\u00f6nnen.
